Classic behavior: The Lottery of the City of Buenos Aires (LOTBA) and the Lottery of Córdoba conducted a campaign promoting safe and legal gambling at last Sunday’s Superclásico between Boca Juniors and River Plate. The aim was to reach a wide audience by capitalizing on the popularity of the biggest soccer match in the country.
Under the slogan ‘Saber Jugar’ (Know how to play), LOTBA reminded fans and the general public of the importance of gambling responsibly and that betting games are only for those over 18 years old.
The campaign involved sports journalists and influencers, who echoed the message on their social networks, in addition to dissemination material and interactive games with representatives of both lotteries.
Pass and move: The promotion is an example of the direction the gaming and sports-betting industry is taking in Argentina and throughout Latin America. While its success, growth and reach are recognized, efforts are being made to ensure the sector does not tarnish its good progress and that it has a minimal and controlled impact on society.
Public policies around these activities are, therefore, focused on raising awareness of the risks associated with them and preventing any negative consequences they may incur, as well as the benefits they bring to society.
These include generating funds to improve state health services, sports and education.

Reasons to be cheerful: Latin America can become one of the most lucrative markets for the iGaming and sports-betting industry in the coming years, according to Toni Sidi, CEO of tech solutions provider Wiztech. He cited three main reasons for this: the growing penetration of the internet and use of smartphones; regulatory advances; and the strong cultural affinity for gambling in the region. He noted these factors are particularly evident in Brazil, Mexico and Colombia,
BGaming has signed an agreement with B2B software provider Atlas-IAC to deliver a selection of its online game portfolio to Brazilian players, including Merge Up and Wild Tiger. Brazil publishes payment ordinance
Refused credit: The Secretariat of Prizes and Betting (SPA) of Brazil has published a payments ordinance detailing the rules around payments for the new regulated betting and gaming regime. The ordinance, which was welcomed by experts and sector representatives, includes banning the use of credit cards, bank drafts, cash and cryptocurrencies.
One of the objectives of restricting these types of payment is to prevent money laundering through gambling, especially when its origin is harder to trace, such as with cryptocurrencies, which have not yet been regulated by the Central Bank of Brazil.
The rules determine that deposits, withdrawals and prize payments can only be made through electronic transfer and debit and prepaid cards related to bank accounts authorized by the Central Bank.
Hang on a minute: However, the electronic transfers element includes Pix, a payment platform that works with credit cards. While the ban on using credit cards also aims to prevent Brazilians from getting into debt to play, its impact will be limited, according to the Brazilian Institute for Legal Gaming (IJL), which estimates 95% of payments on online betting platforms are already made through Pix.
The ordinance also establishes that operators will have 2 hours to pay winnings after a withdrawal is requested. However, these payments are already made within minutes by many companies.
The framework also raises the financial reserve to ~$960k, to guarantee prizes to players in case of illiquidity, which will force operators to seek productivity improvements and “help eliminate adventurers,” said Magnho José, president of the IJL.
SPA appointment
Head honcho: Brazil’s Ministry of Finance has appointed lawyer Régis Anderson Dudena as the inaugural head of the Secretariat of Prizes and Betting. He replaces Simone Vicentini, who held the position on an interim basis. Top of Dudena’s to-do list is to continue the process of regulating sports betting and online gambling.
Dudena is a specialist in public and regulatory law, and has been a partner in a law firm within the area of legislative and regulatory advocacy. He also previously served as special advisor to the executive secretary of Legal Affairs within the Civil House of the Presidency of the Republic.
Coljuegos training sessions
Training day: 80 content creators, influencer representatives and members of gambling guilds have received training from Coljuegos on raffles and promotions on social networks.
The president of the Colombian regulator, Marco Emilio Hincapié, explained that the workshops aimed to induce and guide influencers so that they know the law, comply with it and report those who do not.
During the sessions, Coljuegos officials explained that digital influencers who wish to promote goods or services, commercial establishments and companies or entities offering prizes to the public must access the regulator’s website, complete the application form and pay the respective fees.
Exploitation rights for both raffles and promotional games are equivalent to 14% of the total number of tickets issued, plus an additional 1% of that value for administrative expenses.
Those who do not comply will be in breach of article 312 of the Penal Code regarding the promotion and conduct of illegal gambling that “can harm citizens,” said Hincapié.
Offenders may incur fines of up to 100 monthly minimum wages (about $35k) and sanctions such as being banned from operating for up to five years.
